Vote for wishlist items (Re: [kde-announce] Announcing KDE 3.2)

It would definitely be useful to have such a feature. What would be 
neccessary to implement it?
Is it technically possible to change the language of a running program? 
What would happen to open dialogs etc?
Would it be neccessary to implement a reaction to this event in every 
program?
