[kdecat] stable/l10n-kde4 has been created

As you see from Dirk's mail, stable/l10n-kde4 has been created, it will be 
used for the KDE 4.0.x series, trunk/l10n-kde4 keeps pointing at trunk which 
means it'll contain wanabbe KDE 4.1.0 messages.
