Yes, the hooks are provided by third applications, not by PowerDevil itself. 
What powerdevil provice is the way of "hooking" the hooks.

Do some gooling on:
org.freedesktop.PowerManagement

and 
org.freedesktop.PowerManagement /org/freedesktop/PowerManagement/Inhibit
