Just an update on this topic from my side: I have implemented a backend 
structure for KRemoteControl this week, moved (or better copied) the lirc 
backend to there and already removed the dependency to Solid::Control from 
kde-utils. 

I'm going to remove the Solid::Control::RemoteControl stuff from kde-workspace 
soon.
