i think all we really need in notifications is a way to categorize / tag what 
sort of notification it is. gnome-shell uses an extended implementation of the 
galago spec which includes categories. having a category for "hotplug", 
another for "power management", e.g., would allow us to easily filter based on 
category and distribute the notifications to where they fit.
