If the usage is *that* specific (and indeed I don't see another use case for a 
random app to know the docking state), I'd rather see 
Solid::Control::PowerManager extended to add a isDocked() method or something 
similar instead of introducing a new capability which will be used only by 
PowerDevil.

Of course, since PowerDevil depends on Solid::Control::PowerManager it'll get 
the info once the PowerManager class is extended.
