[kde-guidelines] HIG pattern about simple vs. advanced settings

Thanks again for all contributions. Talked today with Fabian and Thomas to 
finetune the guideline. The outcome is now in https://notes.kde.org/p/
HIG_Settings. Next step in QA would be the publication on the blog - without 
agreement from the devs it makes no sense to put effort into examples.

TL;DR: Controversial discussed are
* the global access (import/export) vs,. local (GHNS). That means settings 
have to be organized in that way
* the workflow to customize stuff (it should work like at the color KCM)

And I removed the search feature. It belongs to the parent app, the 
integration would be difficult. If a feature is important it has to be easy to 
find.
