I'm not sure if this really needs a guideline.

Viewing and Navigation > Grouping
* Allow users to resize aligned groups by placing a splitter between the 
groups.

the user to resize the adjacent groups.

* Always put splitter between aligned grouping controls and allow the user to 
resize.

* Store splitters' position and adjust control size accordingly on next login.
===  Appearance ===
* Define a minimum size for areas that cannot be undercut by users.
* Make splitters at least 5 pixels wide so that they can be easily clicked by 
any input device.
