Vertical does not mean rotated. The tab is just aligned to the left or right 
side of the form instead of top.

The recommendation to use it for static content was made with the list view in 
mind. Actually, tabs are hidden and the interaction is conducted by list view 
items. I'm aware that the phrase is confusing.
