Yes, I think this recommendation works well!
Maybe add ", and it can be used with mouse only" since I think this is an 
important advantage as well.

Hmm... Tough question. Generally I am not a big fan of duplicating things 
because it makes maintenance more difficult. On the other hand, I don't expect 
these things to change often since they are very basic, and repeating them in 
every relevant HIG makes sure that even people that read only one guideline 
and don't bother reading the general appearance guideline know them.

So I'd vote in favor of redundancy in this case, though centralizing these 
things could be made to work as well.
