Yes, I can explain that last paragraph of module/subdomain mess :)

Since our guidelines would at the end(not in the near future) be located at 
developer.kde.org, I thought we could take the opportunity to switch from the 
module developer.kde.org to the common pattern of www/areas/developer.

In other words, until the merge is done, it looks like this:

guidelines.kde.org == www/areas/developer (instead of www/areas/guidelines)
developer.kde.org == developer.kde.org

And when the merge is done, it looks like this:
developer.kde.org == www/areas/developer

Since nothing have been committed yet, I thought it would be rather simple to 
do since it's just about naming a directory, with no technical implications, 
AFAICT. It would save us from doing manual moves at the CVS server later on.

BTW, I'm investigating how that web framework would look like, what could be 
automated, and so forth. It looks promising.. I'll post a report later on.
