It's a known issue. Either bug 228850 [1] or 185211 [2]. Try to
complete the game to find out whether the game is actually winnable or
not.

All you need is a save game and a set of instructions to change the
state. Nothing fancier than that. :)

The KPat solvers are beyond me. I've poked around at them a couple
times, but that's all. Coolo's the only person with the real knowledge
to fix bugs there, but unfortunately he hasn't had time to do so in
probably a year. If you'd like to try it, you're more than welcome.
