I think you can accomplish this without altering Palapeli. You can write a 
slicer plugin which generates such puzzles. This type of puzzles is actually 
one of the reasons for why slicing is so generic in Palapeli (the other reason 
is Escher's tesselation patterns).

Agreed. This option seems to be the only way to vary the difficulty of a given 
puzzle.
