Hi I'm the author of the tigullio and xskat-svg decks.
The Tigullio deck is my own work, it is GPL licensed, and I can
relicense it as needed.
I think the license terms are embedded in the svg file as a comment.
The Xskat svg deck is (losely) based on the xskat deck you can find here:
http://www.xskat.de/xskat-cards.html
which is also GPL licensed. I don't know if this makes it a derivative
work of that deck.
It should be safe to use in your project, I think (but it's probably
too "regional" to be used in
international games, however).
