Is there any work being done on porting GGZ to Cmake? That will make it a lot easier to compile on Windows.

Exactly. Only a "control connection" per client is maintained to the server to 
be informed about new joining players, updated statistics, available centrally 
stored savegames etc.
This control connection can also be instructed to send around information 
about where the players are located so that from then on they can send the 
bulk of data directly to each other. How they handle NAT issues is then 
completely up to them.
