The proposal looks very good from an administrative point of view.
According to the SoC programme timeline, your Phase IV will be the actual SoC 
coding time, so it's definitely a good idea to start earlier, and there will 
hopefully also be a Phase V afterwards :-)

Here are some notes that you may want to think about for the content of the 
task. They represent my personal opinion of what might help strengthen the 
proposal.
* Parts of the new core client should for the most part be emeddable into game 
clients. How do you plan to look into that?
* Some of the widgets you'll need might be present in KDE already. Think about 
a chat widget, a connection dialogue... maybe coordinating this with the 
Kopete guys might be a good idea (also for launching games from Kopete).
* The core client should implement the whole feature set offered by the GGZ 
main protocol. The current KGGZ does that, but is a total mess regarding 
usability. Therefore creating a more usable client is not exactly hard, but 
still it'd be good to see if you plan to request a mid-term review from the 
Openusability people, for example.
