Posting specifics is good.  We would need an overall collator/editor.

Asking artists to build in KDE 4 is definitely too much.  Would we ask
them to lay bricks before painting a mural?  I would suggest this
difficulty, if and when it occurs, might best be handled by:

  a) Publishing some overall principles for programmers and artists
      to follow when developing SVG themes,
  b) Putting artists and programmers in direct touch with each other
      via email, where they can agree on specifics, such as names of
      elements and the meaning of meta-data that goes with the SVG.
  c) Artists emailing drafts of SVG to programmers who do the KDE 4
      stuff and email back screenshots (if required).

It is difficult, I have found, to visualise how SVG elements will look in
a finished game canvas, although the Inkscape View->Icon Preview
feature is a help.  So I am not sure how well step c) would work.
