Hi Nicolas. I just enquired on kde-devel and it was as I suspected ... ;-)
There *was* no string freeze on 20 August, so we need not have worried!
Somebody omitted to delete that date from TechBase. All the same, I am
glad the KGoldrunner and KBlackBox texts are up-to-date now, even if
all my hair fell out last week ... :-) ... specifically, Allen Winter said:

translators in 4.0.0. Especially since many of the handbooks
will need quite a bit of updating.

So I guess that leaves me free to review the KBlackBox texts, but
probably not till about the middle of next month, if that is OK.
