after the recent upgrades the problem still persist

time ago I have reported the same problem on Kde Neon and they fixed it, once
checked the "set date and time automatically" button it stays checked, in
freebsd packages it isn't permanent

the proposed work around is not acceptable because the PC might have its own
timezone and the desktop can use another, so it is necessary to fix this thing
