You sign up for a KDE identity account at https://identity.kde.org/index.php?
r=registration/index and then you can edit the wiki.

You're right, that page is terrible -- I don't know what I was thinking when I 
pasted that stuff there. That *specific* page isn't linked from the top-level 
of the FreeBSD pages in community.kde.org, but you can navigate there. The 
content should probably just be replaced with links to Setup/Ports and Setup/
Area51, which don't look like ass and actually contain current information.
