[kde-freebsd] Upcoming KDE release

I have downloaded the packager tarballs from ftpmaster.kde.org and
started bumping my area51-kde copy to 4.11. I've tried to keep pkg-plist
more consistent this time but without automated validation the outcome
is likely sub-optimal nevertheless.

So far I was able to build kdeadmin, kdenetwork, kdesdk and kdetoys
metaports (as well as kdebase-runtime/workspace which they partially
require) in a jail, and hopefully this means most trouble is taken care
off (since the afforementioned metaports have all been split into
smaller per-application-packages in this release). I didn't try running
any of the applications so far.

Unless it was already before, WITH_NEW_XORG is our new requirement due
to kwin using more recent OpenGL extensions than the legacy Mesa
provides.

I think of submitting the updates to 4.11.0 into area51 later or
tomorrow, eventually the tinderbox is more operational this week, too.

Is that ok?
