[kde-freebsd] Prefix decisions redux

I do not want to touch the old kde.mk anymore. It works fine as it is 
and I want it to stay that way until it will get removed. My plan was to 
put KDE4's infrastructure bits into a new bsd.kde.mk file and move the 
old bsd.kde.mk to bsd.kde3.mk when commit time arrives.
