"Non lancé" is nice as it only implies that the item was not started and don't
refer to a breakdown or the fact the the item fails to work.

"Non démarré" maybe fits the global french better world as for some people not
in IT "lancer" means only "to throw" what do you think?

I am curious on the opinion from anyone from Quebec or french speaking african
countries if there are any in this conversation?
