Hello.
The string 'not running' is present in many sentences to be translated ((>50)
for applications ("messages" branch).
"Arrêté" / "À l'arrêt" is a candidate translation, of course. But it looks a
bit inadequate when a software is not launched at all or should be launched.
Some ideas for discussions: "Arrêté ou non lancé", "Non en fonction", "Non
opérationnel", "Hors service", "Non fonctionnel"
