Frameworks support for Qt 5.12

It means that 5.12 support will be discontinued, much like it is right
now for any older Qt release.

FWIW I am not sure it makes a lot of sense to stay with 5.12 for much
more though, I think supporting at least 5.14 soon would allow us to
remove several workarounds and warnings at least on QML code which we
will need solved anyway looking into the Qt 6.
