Review request for KDE Frameworks.


Changes
-------

* rebased to frameworks branch after kguiaddons moved to tier1
* adjusted the dummy implementation to compile again
* uses new find xcb syntax, so it needs to sit and wait till the review for ECM is merged


Description
-------

Ported to native event filter and to xcb-xkb by reimplementing the events. Most parts are kept on xlib though as we don't have xkb.h to get proper defines.
