Getting ecm files from the ECM package

So this would remove everything KDE-specific from ECM into the separate
kf5umbrella and leave ECM as a generic set of CMake addins?
That could work, but then there would still need to be ECM releases for
packaging purposes so that the optional ability to avoid downloading ECM would
actually be a workable option.
