Why is KConfig tier2?

The definition we have for now is the following:
http://community.kde.org/Frameworks/Policies#Frameworks_have_a_Tier_and_a_Type

At some point we'll have a "map" on top of that of "what goes where" but it's 
still a bit too much in a state of flux still to invest energy in that.
