This is because the kiconthemes framework hasn't declared a dependency
on general/kdesupport-svn - which can be sorted out fairly easily.

These are usually done in
websites/build.kde.org[production]:config/base/kf5-qt5 as general/* is
a virtual set of projects only available in the CI scripts.
