Correct, the answer is "no".

It can't be a goal of "KDE Frameworks" IMO. It should be the goal of the 
individual frameworks... beside, one of the goals being portability, whenever 
possible each framework should be encouraged to work on more than one platform 
(Windows, Mac, Wayland...).
