Chart is something I have to re-introduce in my own software too (it was in all versions before the huge 3.0 recode from scratch).
Since it looks like a problem most of the KDE Finance apps are sharing, we may would like to help the KOffice team to make libkdchart a real library (that maybe don't even depends heavily on KDE but on Qt ?) and add what we want/need to this library during the process.

Does it look like a topic we can discuss at the spring sprint ?
