Great news. We have a document which describes the way to get into the extragear module. It is available at: http://techbase.kde.org/Policies/SVN_Guidelines

I would suggest to first upload to playground. Sort out the buildsystem, i18n issues, etc. then move it to kdereview and on to its final destination.

There is no easy solution for it. Most (if not all) have added without history. We have thought about a couple solutions in the past, but none seem to be without a lot of hassle.

We have some buildsystem experts. After uploading they will tune the cmake code probably. Or you can ask them for help on the buildsystem mailinglist.
