Your wish is our command: please have a look at 
kdeextragear-libs-1 :-)

But there are some constraints on the libraries in that modules:
no application in the main kde modules (kdebase, kdegraphics, kdenetwork....) 
must depend on the kdeextragear-libs module. And the kdeextragear-libs module 
must not depend on any of the other kdeextragear modules.

Apart from that, the libs module is just like the other keg modules and you 
are welcome to make use of it.
