I guess you're talking about the tarballs from
ftp://ftp.kde.org/pub/kde/snapshots/
These snapshots are daily CVS snapshots, so I don't think they violate our 
release policy.
It would be a problem if the snapshots were in
ftp://ftp.kde.org/pub/kde/unstable/3.2.91/src
and were named kdeextragear-3.2.91, since this would "link" kdeextragears 
releases with kde releases.
