Not heard of anyone yet but maybe someone steps up.

Well the call for papers ended some months ago and the talks are
already decided on. I think they are not published yet but since I am
one of the speakers I can see them in the virtual conference center.
So yes there will be a KDE track with lots of nice talks.
However I don't see a chance to get another talk in there now.
