Labplot Snap

Hola, we've made Snap packages for Labplot
https://snapcraft.io/labplot
Snap is a new package format which works on any Linux distro (other similar
new formats are Flatpak and Appimage).

These ones are made on the KDE neon servers from the KDE neon Git repos
which all KDE devs have access to.  Longer term we hope to move the
packaging info into the project repo directly.
