D14942: Connect new-image event to Scheduler imaging time estimator.

  I think scheduler should only communicate using DBus. So we need a DBus signal. Part of the plan is to rework the dbus interface of Ekos modules to Properties/Methods/Signals. Currently, it's just methods. This requires some major refactoring, but it's on my TODO list for 3.0.0 and I should start on it next Sunday (after my vacation).
