There's KDE developers in Berlin, Ulm, Munich, Paderborn.
I personally don't mind having a "student" over mail / irc / facebook that
I can teach. I usually make time for that.
*if* you are really serious on that, you migth go to Qt Dev Days in Berlin
and meet some KDE people there.
