[kde-edu]: KTurtle interactive console by Aleix (was Re: i just committed some kturtle love)

i was thinking it might be a good idea to standardize kturtle on the
current license: GPL2-or-later. so that all commits have to be put
under the same conditions.
i dont know if it matters much, as kturtle is not a lib. but it will
definitly not be a good idea to have some files GPL2 only and others
GPL3 only.
any thoughts to share on this one?
