The way I understand it is that they are currently working on a process how to 
get new edu applications into Edubuntu.

So at this stage this is basically an internal job, the phase when the 
community can suggest applications and rate them will be starting after they 
have this procedure worked out.

The page mentions a list where candidate applications will/should be listed, 
so I guess it would be possible to monitor this page until the list is linked 
and available and then check how to add KDE Edu applications to it.
