Currently no. Step uses many Qt4 features and porting it to Qt3/KDE3
is hard (and useless I think). It is possible to maintain Qt4-only
version in parallel with full KDE4 version but for now I want to
concentrate on features. However if there will be large interest in it
or even someone who will help it can be done...

Yes, currently I'm studying in Moscow, but before I've lived in Kiev.

Unfortunately I do not know such schools. In Russian schools windows
is still very common (even official Russia attestation exams on
informatics has questions about it...). But situation is currently
changing. Recently there was a lot of talks about teacher arrested
because of using pirated copies of windows on school computers and now
many people actively talking about migration to Linux.
In high schools and scientific institutions Linux is quite more
popular, but I do not know about KDE-Edu usage statistics... I'll try
to find out more about it.
