No,  l10n/de/data/kdeedu/kturtle/logohighlightstyle.de_DE.xml has to be 
changed. This file in the language package will be installed 
to /usr/share/apps/katepart/syntax/

So that is no bug in kturtle, but in the translation, so please change product 
to "i18n" and component to "de", otherwise the translation team will never 
see your report.
