There is Bookcase: http://www.periapsis.org/bookcase/
but I don't know if it's exactly what you are looking for.  It is more 
general than just bibtex, it is supposed to help you organize any kind 
of collection.  But it can import/export from/to bibtex.

I haven't used it myself...
