In the kdeedu folder do:

$ make -f Makefile.cvs

That creates the configure script for the whole kdeedu module, so still in 
kdeedu run:

$ ./configure --prefix=/folder/where/kde/lives

Afterwards change to kvoctrain and run

$ make
$ su -c "make install"

I think for error less compilition you need at least the KDE 3.2 development 
files and a suitable Qt version. The configure script will print out, what is 
missing.
