IMHO that mail is not valid anymore. Just have a look at

December 18th, 2004: HEAD is feature frozen
The HEAD branch is frozen for feature commits that are not listed in the 
planned-feature document.

January 3rd, 2005: KDE_3_4_BETA1 tag
The HEAD branch is tagged as Beta 1 and is frozen for nonurgent commits till 
8th. Features should mainly be done by now. 

So if i read that correctly it still could go into 3.4. I could add it to the 
feature list and i'll have time until 3rd January to work on the issues you 
mention.
