[kde-edu]: TODO Lists on future edu.kde.org

Hi all!

I added a dynamic updated collection of TODO lists on the
"Applications Feature Plans"[1] page.
It looks for "todo.inc" files in all applications folders, so that
developer can easily maintain their TODO list in their "own" folder, and we
will take care of presenting it on the page[1].

Known TODO items are allready stored in the according folders. Please examine
them.

For the format of todo.inc i added a section to [2].
