Yes
1) But 16.04 is frozen (community.kde.org/Schedules/Applications/16.04_Release_Schedule: "Wednesday, March 23 2016 ... Documentation (handbook) is frozen ...")
2) Since ages Docbook updates are commited to master, have one roundtrip (extraction -> translation -> generation of language docbooks) there to fix all potential issues 
   and then are backported to the stable branch (in this case in the first week after 16.04.0 release)
