[kde-doc-english] Encoding for online documentation

Hi all,
I'm still working on the generation of KF5 documentation, refactoring the
generation process, and I noticed that so far we generate documentation in
ISO-8859-1 on docs.kde.org. It's not a big issue as characters are properly
encoded, but I'd prefer to fix this (as it simplifies my code).
The patch is easy, a small patch:
