Because (see below) kde-workspace master is frameworks-based.

Didn't we talk about it?
kde-workspace is an exception. master is the branch framework, so it should 
not be considered for release purpose of 4.x-based stuff.

Exactly. And developers can't generate code without using Frameworks as well, 
so we are on the same situation.

If needed, I can regenerate docbooks for other languages for all environments. 
Anyway. kde-workspace will be split in the next weeks.

Also, this is the same situation for documentation provided with Frameworks: 
you need KDocTools to regenerate documentation for them.

Only frameworks-based branches will switch to DTD 4.5. The number is going to 
increase, so we either need to start having a KF5-based environment for that, 
or we need to revamp the project for autogenerating translated docbooks on the 
server.
