Many languages have different quote signs for begin+end like e.g. uk, fr, de.
Therefore I think it would be better to use "<quote>foo</quote>" instead of 
docbook quotes ""foo""

&psc; should be changed to &i18n-psc; to make it translatable in the docbook, 
because in the GUI "Palapeli Slicer Collection" afaik is translated in all 
languages.

Any objections?
